Si Ma Cai is a border upland district of Lao Cai province, inhabited by 15 ethnic groups, each with a unique traditional culture. Si Ma Cai is also a district that focuses on many traditional festivals of ethnic groups, many historical cultural relics and traditional crafts of ethnic minorities in Lao Cai province.

In order to strengthen the Party's leadership in the conservation and promotion of cultural heritage of ethnic groups associated with promoting tourism development in the area, on July 31, 2021, Si Ma Cai District Committee issued a project "Preserving and promoting cultural heritage of ethnic groups associated with tourism development,  term 2020-2025." The total cost of implementing the project is estimated at more than 42.7 billion.
