I think arts and music shouldn't be compulsory subjects because if you're have a natural talent you can study it and your scores are high, if you don't have natural talent, your scores are low; if that is your dream to be a singer or be an artist, you can learn it, and if your dream job won't be singer or artist, you aren't interested in those subjects; if you are not good at these subjects you have to practise for a long time and if it won't be sucess, that means you're spending time not correctly; if you like or interested in music or arts you can join some after-school classes or extra classes to learn about them
