They offer support to developing countries through policy advice, researches, and technical help. Their analytical work helps. developing countries' own investments. They want to give prosperity for the poorest.
2. The difference is that WHO is an agency of the UN. With the excpetion of promoting public health, the Red Cross provides relief and medical support in war time.
