The government, in my opinion, can be held liable for a calamity that was foreseeable and might have been avoided. Floods, for example. A region with a high rainfall forecast has a high chance of becoming inundated. More dams should be erected in these areas to contain the surplus water caused by rain.Furthermore, locations with low rainfall forecasts should invest in modern infrastructure, such as rainwater collection, to ensure that residents have enough water for drinking, farming, and other activities.
